To be perfectly fair, Lucario has been obsolete for a while now. He was Gen IV's poster boy, and only recently got a Mega Evolution. Compared to Mewtwo, who has the following Accolades to his/her name.

-Has physically appeared in several movies, and was the main focus for at least 3 (Mewtwo Strikes back, Mewtwo Returns, and the recent one with Mega Mewtwo Y). Lucario also appeared in a few movies, but as a minor character owned by a minor trainer, and was only ever the main focus to one movie (Lucario and the Mystery of Mew)

-Has always been banned from competitive play or Ubers tier since it's introduction in Generation 1. As an extra bonus, among even the Ubers, he's king. Lucario may have been top tier, even viable in Ubers to an extent in Generations IV and V, he's never been outright banned, and only an alternative form got banned in Genertion VI.

-By the time Super Smash Bros Brawl was released for the Wii, Lucario had already become obsolete as his spotlight had faded out. In his place was the poster boy for Generation V, Zoroark. Since they hyped Lucario to hell and back, they added him in to try to get the most out of his final moments in the spotlight by that point. He made it in, because it was literally the only way to keep him relevant by that point, up until Generation VI graced him a Mega Form to make him relevant again.

Mewtwo has relevant in every single generation. He was always the end-game boss or this super-powerful entity one would face. In Red/Blue/Green, he was the last challenge you would face after beating the champion. In Gold/Silver/Crystal, despite Red holding the "True final boss" title, being the highest leveled trainer fought in game to this date, Mewtwo held a coveted "Secret Boss" status. By making it all the way into cerulean cave, While not physically appearing in Ruby/Sapphire/Emerald, He was still relevant in Gen 3 due to FireRed/LeafGreen, which re-introduced him into the Gameboy Advanced generation. He also made appearances in the side-games, such as Mystery Dungeon.

Generation 4 follows the same pattern as 3. He didn't show up in Diamond/Pearl/Platinum, but in the remakes and side games? Guaranteed to show up.

Generation V once again has Mewtwo dodging the main games, Black/White and their sequels, because he was prepped to show up in nearly every other side game at the time.

Once again, he shows up in Generation VI's main games, with two mega formes, and goes back to his roots as the end-game boss, only he shares the spot with Zygarde
