The forums are useful for entertaining and discussing these sort of ideas. If he actually wanted Plaza to be a democracy, it would be in the suggestions sub-forum.

If I had to rework 3DSPlaza, I'd probably implement a system like the one that stackoverflow has, whereby users accumulate reputation which eventually allows them to take moderative actions, such as voting to close, delete, and so on.

Though, maybe it's subject to favouritism etc here, who knows?
