If you want cheap clothes it's pretty much inevitable that the labor was shoddy. There's no winning unless you're rich and can afford nicer things. There are stores where you can buy better brand/designer stuff though for really cheap like TJ Maxx. Or you can just go to the thrift store because people leave some cool stuff there.
