That's because the forums are kinda outdated.

I do find the rules before the server crash to be much better than what it is now. It helped prevented quite a lot of things.
An example of a missing rule is the point begging, which people still do (not so much though).
Currently, there is a problem where a person (not pointing fingers here) would post one post of nonsense, chat, and say it again a bit later on, just to get cSplit (which they did). I don't think they could be warned as they're not posting it within a short time frame but rather around 30 minutes later. Perhaps I should just consider it as spam as it's nonsense and cheating the system?

Maybe it's because SL or Rob doesn't pay the forums much attention. Just a guess though.
