You can download it for free, but to use you must have a Netflix account with instant, which costs around 8-12 bucks a month. It would probably be 6-8 euros a month. Yeah, they have plans to bring the service to Europe but it hasn't happened yet.

A YouTube app is not coming soon- or at all for the matter. It's unlikely, but possible.

Well Germany is under Nintendo EU so it is possible for Netflix to eventually come there.

YouTube isn't likely.
