Actually, there are more ways to hack than you think, japzone. He could be using a 3DS Emulator on a PC or other device, which DO exist, and using various codes he created himself.

Sorry, but I swear I've seen 3DS Emulators. Just search "3ds emulators" online and see what comes up.
