Is Pokemon becoming like Call of Duty and Madden?

Since 2009 there has been a main series release every year.

And I guarantee "Pokemon Z" will be out fall 2014.

No, because that would imply a lack of innovation per entry. After HG/SS, the original artist and designer had left, meaning Pokémon got a refresher for Gen V.

Gen V was actually stated to be the shortest generation because it only spans two games (As opposed to Generations 3 and 4, which spanned 3 games each), because they were actually working hard on the next generation while we were distracted by the new Region with the pretty dragons.

CoD is just a stale copy of the last one with only a slight change so they can call it new. Innovation is something CoD doesn't have because the focus is purely on the Multiplayer features. The campaign is basically a 20 mission story that can be completed in under 2 hours, and leave you with nothing to do but go play online.

Each Pokemon game actually feels new, even if the region isn't. The reason why is because they make great care that the series doesn't grow stale. With 5 generations of 649 Pokemon and a new one on the way, attempting to repeat anything would be suicidal to the series and Gamefreak knows this.

The reason Brock's Gym was boring was because he never renovates his gym. That's the exact same layout since Red and Blue.

^ We've had 10 games named after colors (Red, Blue, Green, Yellow, FireRed, LeafGreen, Black, White, Black-2, White-2), 11 games named after precious ores (Silver, Gold, Crystal, Ruby, Sapphire, Emerald, Diamond, Pearl, Platinum, HeartGold, SoulSilver), so two games based off of Letters won't do the series that much harm.

Besides, can you think of a better name?
