Ive noticed that a lot of people have these pictures that I dont know what and/or what they are.

The first thing is these 3DSPlaza or Mario Kart 7 ID Cards. Where and how do you get these?

The other thing is an image that just loops over and over again. Its has a cat-like thing on the picture that gets in your face and licks you and jumps back, and then the picture starts over again. Where and how do you get these images?

If someone could please answer my questions, that would be great.
