Nintendogs Stop When System Turns Off?

No, Because there is no power source to keep the cartridge going.

Actually, lets think about this. sure the power source is gone after it's shut down. But there is a ability called real time, and it automatically applies the next time you turn your game on. This was successfully done in Animal Crossing for the Gamecube, this was also done for the DS Version of Animal Crossing, this also applied to the Nintendogs DS version, where a dog can be hungry, thirsty and dirty, based on the last time you have played the game. Sometimes people need to think outside the box and not be so realist and actually consider technology in todays time. So the answer would be "Yes" the nintendogs in your game can be playing or sleeping, according the time set on your 3DS. They usually get hungry, thirsty or dirty as if they are real, but because this is a kids game, it's not like your dog will die in the matter of a week of not playing this game.
