Umm...Yes, it is very annoying now :/
When I see someone break a rule, I jump over to a chatroom with a mod in it to tell him/her...This is a tedious task now, especially when I have to return back to the mod when he/she misses my report :/
Solution:
#1. Make the quiz longer, about all of the rules; but a user only has to take this quiz once a month.
#2. Once a question has been answered correctly, a user wont have to answer another question for the next 3 hours (or whatever amount of time seems ethical).

We understand the rules, I grew a habit as of now to just change the URL to Blue, Green, Purple, Red, and Yellow, just to navigate quicker. I agree with Lani, answering the question once a month just to ensure that we understand the guidelines is good enough.

Well, what would happen if they fail the quiz? Will they be forbidden to chat forever, or can they take the quiz multiple times?
Everyone already has to scroll through the chat rules before they get to the chatrooms anyway...If they don't stop to read those rules, it would be their own irresponsibility that they will get banned. "I didn't know!" Is just an excuse. The rules aren't hidden or anything.
The rules are simple and reasonable. They're not hard to forget or weird like "No one can make their username the color blue!". If someone is breaking a rule, they usually know it, and if they don't, other people tell them.
I'm sure most noobs would just get the quiz over with and then break the rules two days later anyway...Not trying to be a total downer of your idea or anything, but I, personally think the cons overthrow the pros on this one, but it's up to the admins, I guess!
