Don't forget about trolls and potty mouths, though. I think its a great idea, but perhaps if you can only voice chat with friends, and you can add several friends to the voice chat...And maybe friends of friends can be added to the chat, too.
Verbal communication is indeed more personal, which can be good...But also because it's more personal, verbal abuse can be far more damaging than mere words on a screen...People say too many inappropriate and bad things in the chatrooms which I would not want to hear in actual voices.

For some reason I got the impression that you meant a voice-chat server which is 3DS compatible (if that's even possible) It would be cool, though...since the 3DS can't download skype or anything.

Disagreed. There can be lots of bypassing. Kids also know that you have to be at least 13 for many sites so we like to change our birth year,

People lie about their ages all the time though. There would be know real way to know if a user is 13+ (Which I, personally think is a little young, still )
