Definitely fake, half are half-hearted attempts at Pokemon names and half are half-hearted attempts at names for evolutions/pre-evolutions of older Pokemon. Having no source or proof for his "info", along with the fact that the two Pokemon mentioned were never "revealed", just drives the point home. Don't trust /vp/, or 4chan in general, or any *chan, for information unless you're utterly desperate. (I'm assuming /vp/ is in fact where you found this. I've seen that Mr. XY fellow before, and he's always spouting assumptions, rumors, and outright lies about X and Y.)
