Actually PinkyPink, I could add on to this idea to make that not happen.
Cartiga, adding on to your post, to prevent users from saying agree without reading, it could say:IF BREAKING ANY RULE COULD RESULT IN WARNING OR BAN
I'm not saying it could stop the users, but it could prevent it a little. The user would get scared.

Like reading rules is the first thing you want to do after signing up...

And nbody reads rules at a register form. (let's be honest; Have you EVER read the terms of service?)

Well, why don't we make it so that someone who can read very fast "tests" it by reading the "Terms Of Service", and then tells Rob the time that it took them to read it? Then, after that amount of time has passed on the page, redirect the user to an exact copy of the page, but with the Agree and Disagree buttons. That'll help, right?
