Unlocking csplit in chat?

In chat, I've heard so much confusion on how to unlock csplit in chat. You've gotta post 3000 chat messages. My question is, what's the time frame for all of this? I've heard a time frame range from forever to a day.

Any truth to this would be kind

You have to chat 3000 times within a week.
Csplit pretty cool (I have it)
