I mean, does anyone uses that thing now these days? Especially that the new rule only a specific users can rate other users.

I want to dislike a person but it doesn't allow me because my reputation is bad.

I find that BS.

Maybe that rule can be changed so it can be fair for everyone.

Suggested feature:
A user can only rate that user only ONCE. Once rated, can no longer rate that person again.

That feature also helps prevent user rating spam.

I doubt this feature will never come true because Rob nor SomeLuigi is not active. Oh well. Thanks for your time reading this suggestion. God bless you!

I think it should be like the YouTube like system. You can "Like" or "Dislike" any number of times but it only counts as one. And you can switch between them which would be extremely helpful if you accidently hit one or the user's behaviour changes.
