So, this is an idea for the forums, which can help prevent spam.
This idea can be called either a "Force-read sticky/thread" or an "important sticky/thread".
Basically this is something that a sticky/thread (normal threads will be stickied) can be marked as "important". Once this is done, whenever a user enters a category (that either hasn't read the thread or is the first time using that category), it will take them to the important thread. The user will have to stay on the thread for 5 minutes before continuing, so that they can read the rules. After that, a button appears that say "Okay, continue." and a checkbox that says "Don't show this again".
PROS:
Help prevent spam, as users are forced to read the thread.
Can help first-timers learn the rules.
CONS:
When a thread is important-ized, another thread in the same category loses that position. This can cause debates over which thread stays important.
Not-so-important threads can be made important by mods.
