Automatic Alt/Account Breach Detection

I feel that there needs to be a detection system that detects account breaching and alts. It may be too complicated, but I think this might prevent these two rules. And yes, I did mention the old strike system, which I think will work since the forum mods still use it.
Let's say the user alted and then logged in without a proxy.
YES: Ban the new account and strike the old one.
NO: Leave it alone. Everything is fine, at the moment.
Is the old account banned?
YES: Ban the new account and lengthen the old account's ban.
NO: Ban the new account and strike the old one.
You may be wondering: "What if that user logs in from a new location"?
This won't matter, at all. As long as the new location doesn't have another account holding it.
For our second rule, account breaching. To explain it, there are two accounts with different IPs. One account is breached by another IP with an account already on it.
Has someone logged into this account with a different IP holding another account?
YES: Ask for a "secondary security measure". If the answer doesn't match 3 times, strike the other account and not let it log in.
NO: Everything is safe.
How would this help?
-Protection against password cracks
-Prevention of the illegal profile editing businesses
This, I think, would help keep these rules from being broken.
