Is it possible to put a backround on your profile through your 3DS? If it is, where, are you supposed to put the code? In the About Me section right?

Yes, you put the code in the About Me section.
It is rather hard to profile design through any DS system because there is no copy-paste function.
You can attempt to memorize the coding, write it down, etc.
Be aware of the character limit on DS systems on the profile editing box- it may cut off some of your code.
An easier alternative is to consult one of many Profile Design guides of do it yourself on a PC.
