Oi! I'm Adri. I've been thinking about doing this for awhile. And.. since I won't have access to a computer for awhile.. I decided to do this now.
ANYWAYS..
I've notice a LOT of profiles are super laggy on 3ds because of the background codes and stuff, y'know? SO, I'm going to share with you what I do about it.

- USE A SIMPLE PATTERN

I like using simple patterns, because they're not really something too complicated to load on the 3DS or DSI. But, if you wanted your background to represent a fandom of some kind, try finding a pattern based off it. Like I did for my outer background, I found a pattern of The Operator symbol. And for my inter background, I found pink and white stripes because they're soooo cute!
I don't really do Comment box backgrounds, because they add on lag most of the time. Unless you use the pattern method.



- H2 ICON CODEEE

Just to make your profile a little prettier, try using the h2 icon code. It replaces your icon and 'user's profile' thing with whatever image you wan't! I recommend using small images, and transparent images. GIfs are fine too, if they're small. But to be safe, make sure it's short and not too complicated, fast an whatever. Like this one:
CODE: [style]h2{content:url(Image URL here);}[/style]

- LESS PICTURE LAG

I HATE IT WHEN I'M ON MY 3DS AND PICS ARE TOO BIG.
Like, seriously. If you plan on putting a HUGEEEEE picture on your profile, try using 'simg' [simg][ /simg] indtead of 'img'
It changes the siize of the image to fit the page of the device you're using.
Pretty sure you wouldn't need to use 'simg' for smaller pictures, unless you want to. ^^'

- REMOVING PICTURES FROM COMMENTSSSS

Okay, okaayy. I hate it when people don't use [simg][/ simg] for HUGE pictures in their comments. It just annoys me, and lags profiles. SO, this code gets rid of images in your comments;
[style].signature img{display:none;}[/style]
This code however, will leave text as well. All it does is disable images in the comment boxes


- EXTRA CODES FOR MORE PRETTINESSSSSSS

Here's some codes I like.

Puts text at the end of profile and aboce friends list:
[style].content:after{color:red;content:'text';}[/style]

Text shadow and color:
[style]body{background-color:none!important;colorurple;text-shadow:1px 1px indigo, -1px -1px White;font-family:none;font-weight:bold;font-size:15px ;} [/style][style].content{text-align: center ;}[/style]

Get rid of your header:
[detect=3ds][style]img.header{display: none;} div.header{display: none;}[/style][/ detect]
Take away the detect things to remove it on CPU/DSI, but I recommend not taking it off on your pc because it gets rid of the menue bar. >>'

CHANGE YOUR CURSOR TO WHATEVER YOU WAN'T:
[style]a:hover{background-image:url(img url here);}[/style]
I recommend googling cursors though, like my Shingeki no Kyojin cursor. Ex; Puppy cursor, anime cursor, cupcake cursor, ect.

Change your border radius(Curve it):
[style]div{border-radius:25px;}[/style]

You need to make this waaaaay more organized. This is a mess.

Anyway, aside from that, I skimmed through everything for the most part and it seems like fairly good advice. But I think you slacked on information about GIFs. GIFs tend to be the most irritating thing about laggy profiles, if you ask me.
