You've probably already been here and you opted to not allow users who are not your friends to PM you. Unfortunately, this is linked to whispers. There are no separate configurations. You'll either have to allow everyone to PM and whisper you, or set it to "Friends Only" which affects both PMs and whispers.
The latter is what you have now and the former is what you want.

How do I make it so that people who aren't my friends can whisper me
