The real answer: You can do it by buying a flashcard for the 3DS (such as R4i). However, you can only play homebrew on that that was originally made for the Nintendo DS.
Since the 3DS Mode of the Nintendo 3DS has not been hacked yet, there is no way to play "3DS Homebrew" yet.
