Does anyone know what language it needs to be?

Also, anyone know any good workbenches for that language?
I currently use eclipse, but it unpacked wrong and nothing works right.

You can, actually. Pick a language like C++/C#/C or something, get a developers license, get a compiler, code the app, compile it, test it, bug fix it if any, send to windows store if you'd like.

Oh, btw some universal apps are built off Asp.Net, HTML, JS, and such.
